The Senior Project Development Specialist position is located in the Program Office, USAID/Timor-Leste, Dili. 
The incumbent is a key member of the Program Office and serves as the senior FSN Specialist in project design and development.

BASIC FUNCTION OF THE POSITION:
 
USAID/Timor-Leste works with the Government of Timor-Leste (GOTL), local, and international organizations to support achievement of shared development goals.  The current bilateral program for Timor-Leste focuses in the areas of Good Governance, Rule of Law, Health, Higher Education, Economic Growth, and Environment. The Mission also manages a Millennium Challenge Corporation program that focuses on areas such as strengthening community health, immunizations, and strengthening the GOTL’s anti-corruption efforts.  Additionally, the program increases the capacity and public advocacy skills of civil society organizations, media, academic, and private sector associations in order to improve their effectiveness in monitoring, advocating, and disseminating information on corruption-related issues.
 
The Program Office leads the Mission’s program strategy development, program and project design, budgeting, reporting, monitoring and evaluation, and coordination efforts with the GOTL, other donors and U.S. Government agencies.  In addition, the Program Office is responsible for other cross-cutting areas such as public-private partnerships, strategic outreach, and incorporating concerns related to gender and people living with disabilities. The Senior Project Development Specialist serves as a principal advisor in providing guidance and support to all Mission staff on matters related to program planning, helping to ensure program plans are in-line with U.S. Foreign Policy goals, Agency guidance, Congressional earmarks, and host country development objectives.  Additionally, the incumbent serves as the principal Program Office representative and advisor to Mission staff on matters related to program budget planning and management. 
 
In addition, the Senior Project Development Specialist provides project development, design and implementation support to USAID/Timor-Leste in order to ensure that proposed projects are consistent with the Mission’s strategy and Development Objectives and that all pre-obligation requirements are met. S/he has primary responsibility for ensuring that project designs are in compliance with United States Government (USG) Foreign Assistance Objectives and Agency policies, directives and guidelines. S/he also supports monitoring and evaluation planning and implementation.
 
The incumbent provides significant support to the Mission’s coordination efforts, including with the GOTL and the international donor community.  S/he advises and assists the Program Office Director in strengthening communication and collaboration with the Ministry of Foreign Affairs and the Ministry of Finance.  
 
S/he works under the direct supervision of the Program Office Director, or his/her designee.  
 
Qualifications: 
 
1.       Education: Possession of a B.A. Degree in Economics, Business Administration, Public Administration, Sociology, Political Science & International Relations or other discipline related to development assistance is required. A Master’s degree is preferred. 

2.       Prior Work Experience: A minimum of 10 years of progressively responsible, professional-level experience in strategic planning; project design, monitoring, and evaluation; program budget formulation and analysis.

3.       Language Proficiency: Level IV (fluent) English language proficiency, speaking and writing, is required.  Language proficiency will be tested.
