RURAL WATER SUPPLY, SANITATION & HYGIENE PROGRAM (BESIK)

Aurecon (as IDSS) have successfully implemented the first phase of BESIK (Bee, Saneamentu no Ijene iha Komunidade (2007-12) and have now commenced activities for the BESIK phase 2. BESIK is funded by the Australian Government through AusAID to provide assistance to the Government of the Democratic Republic of Timor-Leste for the development of rural water supply, sanitation and hygiene (RWASH) activities. BESIK works closely with key ministries, NGOs, private sector and other institutions. It is an AUD$43million program funded over four-years.

 

We are currently recruiting for the following roles:

  • Rural Water Services Adviser, AusAID ARF category, C3
  • Organisational Development Adviser, AusAID ARF Category, C3

 

All positions will be based in Dili but with regular travel to districts.

Terms of Reference

Organisational Development Advisor - Rural WASH

 

BRIEF EXPLANATION OF ROLE

Bee, Saneamentu no Ijene iha Komunidade (BESIK), Phase 2, is funded by the Government of Australia through AusAID to provide assistance to the Government of the Democratic Republic of Timor-Leste for the development of rural water supply, sanitation and hygiene (RWASH) activities in Timor-Leste. BESIK Phase 2 is a $43m program funded over four-years. The Managing Contractor for BESIK is Aurecon (previously IDSS).

 

The Organisational Development Advisor (ODA) for RWASH will be work primarily with the Directorate for Water Supply Services (DNSA) in the Ministry of Public Works. This role will focus on strengthening the institutional capacity of DNSA to deliver sustainable rural water supply services through strengthening the systems for managing key staff at sub-national level, capacity development, management mentoring and strengthening systems for management and delivery of rural water systems.

 

There have been significant gains in the delivery of rural water supply over the past 5 years, with increased investment by both the GoTL and donors in rural water supply and a cadre of government staff working at sub-national level on both the technical and social aspects of delivery of WASH Services. However, Timor-Leste continues to face challenges to ensure that water systems maintain functionality. A key component of BESIK is focusing on strengthening delivery of sustainable rural water services in Timor-Leste and the role of institutional systems and management of staff at sub-national level is key to sustaining the achievements to date, and to further develop capacity for ongoing operation and maintenance.

 

The ODA will provide technical advice and mentoring to strengthen the institutional capacity, management skills and systems for the improved delivery of rural water services; strengthen coordination with key stakeholders (including other relevant ministries, NGOs, CBOs, multilateral agencies). The ODA will be responsible for the management of and monitoring or BESIK funded institutional and capacity development projects and contribute to the monitoring of sustainable water supply services. The ODA will maximise opportunities for women throughout all capacity development initiatives, and with the Social Inclusion adviser ensure inclusive processes.

 

Responsible to:      BESIK Program Director (PD): For strategic direction, tasking and performance review

                                      Operations Manager (OM): For contract related matters and administrative matters

Works with:              Designated counterparts in the Ministry of Public Works,

                                      Key BESIK Advisers and national staff

Manages:                  Financial Management Adviser; National Community Development Coordinator; National Training Coordinator; Management Mentor.

KEY OUTCOMES TO WHICH THE POSITION WILL CONTRIBUTE:

·         Central MS Outcome 1: Central RWASH agencies effectively plan, budget and monitor for equitable and sustainable service delivery

·         Central MS Outcome 2: DNSA managers effectively manage human, financial and material resources

·         Central MS Outcome 3: Central agencies develop coherent national policy framework for Water and Sanitation service delivery

 

KEY RESPONSIBILITIES

DNSA

Provide technical and advisory support to DNSA to strengthen management systems and skills to improve the delivery of rural water services[1] and manage program components. More specifically:

·         Identify organisational development priorities at both national and sub national level that will result in improved delivery of rural water services and support DNSA to develop a capacity development plan and to engage in periodic assessment of capacity

·         Strengthen management systems in DNSA that will provide greater capacity for District Water and Sanitation Services (SAS) managers to ensure delivery of programs

·         Strengthen DNSA manager’s skills to manage rural water supply delivery, working closely with the BESIK Rural Water Services Adviser who will provide technical expertise to DNSA on rural water supply delivery and the District WASH Adviser who will be working closely with SAS Managers Engage training providers as required to strengthen management systems

·         Strengthen management systems and ongoing skills development for Sub-district Facilitators to provide support to community groups to manage rural water supply systems

·         With other BESIK advisers, use SIBS information management system and other data to provide support to DNSA on undertaking analysis of service delivery

 

Provide advice to and manage project components with DNSA on delivery of rural water services including:

  • Strengthening the participation and involvement of communities (and women) in the management of their RWASH facilities/services, particularly the water user groups (GMFs)

·         Sub-contract necessary facets of community support (project identification, project development and implementation, GMF/community support and monitoring) to local and international NGO’s and assist them to develop the tools necessary to manage such contracts

·         Review the Community Action Planning (CAP) process, with the aim of continual improvement of the process and its implementation to ensure strong community management, including participatory monitoring of the construction period

·         Garner learning on options and approaches for strengthening community management role, particularly the role of women, and manage research to further promote sustainability

 

In collaboration with other advisers, provide strategic advice to DNSA on strategic planning and budget processes including engagement with other Ministries including:

  • Provide support to the Program Steering Committee. Support DNSA on strategic planning process linked to the National Strategic Development Plan and MDG (& post PDG targets)

·         Collaborate closely with the Financial Management Adviser to strengthening budget and PFM processes, and systems with the goal of greater use of GoTL financial systems by AusAID

  • Support strengthening linkages between DNSA and the Ministry of State Administration and Territorial Management’s National Suco Development Program(PNDS) and with the National Development Agency on the Decentralised Development Program (PDD)
  • Support DNSA engagement on future decentralisation processes

 

BESIK

Lead on developing and managing the overall BESIK capacity development strategy including:

·           Manage and support the BESIK Community Development Team and National Training Coordinator and provide technical support to District-based Community Development Officers (managed by District Water Services Advisers)

·           Provide support to BESIK advisers to utilise the most effective capacity development approaches to ensure that institutional, organisational and individual capacity improvements are sustainable

·           Advise and support other BESIK advisers and staff as required for a consistent approach to capacity development including promotion of gender equity

·           Develop and implement strategies to maximise the sustainability of training initiatives

·           Identify opportunities and provide support for sustainable investment in capacity development of national training institutions

·           Identify and manage local or international scholarship opportunities in collaboration with other BESIK advisers

·           Work closely with the PD, other key advisers and Senior GoTL counterparts to develop and support a Transition Plan detailing strategies and actions for greater use of GoTL systems

·           Work closely with the PD to service the Program Steering Committee

·           Work closely with the Social Inclusion Adviser to ensure that social inclusion and gender are clearly integrated into all work with DNSA and the Ministry of Public Works

·           Manage any STA or training institutions to develop and implement methodologies appropriate to the context

·           Liaise with other donor capacity development projects working with the Secretary of State for Water, Sanitation and Urbanisation specifically and GoTL (more broadly) to identify capacity building approaches across the sector, ensuring AusAID approaches and those adopted by other donors are complementary

·           Collaborate with the relevant BESIK Advisors on development and planning for the implement of WASH policies

·           Collaboration with the BESIK Sanitation and Hygiene advisers to identify synergies between MOH and DNAS community programs and activities to improve practical collaboration between the two ministries

·           Implement monitoring systems and analyse results in line with the BESIK M&E Plan and Performance Framework

·           Comply with all program operational, administrative and contractual requirements

·           Other duties as may be required by and in agreement with the Program Team Leader

 

SKILLS AND EXPERIENCE

Required:

·         An advanced degree in a relevant field

·         Experience working in the RWASH sector, preferably with community based sanitation programs and behaviour change communication initiatives in a development context

·         Experience working in a development environments which have varying skills levels

·         Experience working with government ministries

·         Experience in networking and maintaining relationships across a range of stakeholders

·         Experience with supporting policy development, developing guidelines and reference materials

·         Experience working with and providing support to a national counterpart(s)

·         Demonstrated experience of working effectively with a team of international consultants

·         Excellent communication skills in a cross-cultural environment

 

Desirable:

·         Knowledge of budget and revenue systems in developing nations

·         Proficiency in Tetun, Portuguese or Indonesian languages

·         Work experience in East Timor

·         Experience working and delivering results in an AusAID-funded project
