Monitoring & Evaluation Specialist at USAID Timor-Leste

USAID/Timor-Leste is seeking an individual for the position of Monitoring and Evaluation Specialist. The M&E Specialist position is located in the Program Office, USAID/Timor-Leste, Dili and will works with the Government of Timor-Leste (GOTL), local, and international organizations to support achievement of shared development goals. The M&E Specialist serves as the lead in developing appropriate measures that enable USAID to gauge activity performance, learn from experience, and capitalize on opportunities for coordination between various USAID/Timor-Leste foreign assistance programs.

 

The M&E Specialist works under the supervision of the Program Office Director, or his/her designee.  S/he provides program, policy, and evaluation support to USAID/Timor-Leste in order to ensure that proposed strategies and programs are consistent with Agency, Mission, and host country priorities.  S/he has primary responsibility for ensuring that monitoring, evaluation, and impact analysis of USAID-funded programs in Timor-Leste are carried out in a manner consistent with Agency and Mission guidelines.  The M&E Specialist serves as the Mission’s technical expert on all matters pertaining to evaluation, monitoring, and program review.

 

USAID/Timor-Leste works with the Government of Timor-Leste (GOTL), local, and international organizations to support achievement of shared development goals.  The current bilateral program for Timor-Leste focuses in the areas of Good Governance, Rule of Law, Health, Higher Education, Economic Growth, and Environment. The Mission also manages a Millennium Challenge Corporation program that focuses on areas such as strengthening community health, immunizations, and strengthening the GOTL’s anti-corruption efforts.  Additionally, the program increases the capacity and public advocacy skills of civil society organizations, media, academic, and private sector associations in order to improve their effectiveness in monitoring, advocating, and disseminating information on corruption-related issues.

Qualifications:

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

(1)  A minimum of a Bachelor’s degree (a Master Degree preferred) in public or business administration, political science, sociology, statistics & some specialized training or experience in monitoring & evaluation desirable.

(2)  A minimum of seven years of progressively responsible, job-related, professional-level experience is required.

(3)  Level IV (fluent) English language proficiency, speaking & writing, is required and will be tested.
