Marie Stopes International Timor Leste is the newest partner of the Marie Stopes International (MSI) Partnership.  MSI is regarded as one of the world’s leading sexual and reproductive healthcare not-for-profit organizations. MSI Timor Leste is currently looking to fill the following position:

1.    Clinical Services Manager  

As the Clinical Services Manager (CSM), you will be responsible for directing the clinical activities of the organization to ensure international partnership standards, efficient and effective processes, and exceptional customer service are adhered to.  Working with and reporting to the MSITL Country Director, the CSM / is a key member of the Senior Operations Team that will also provide important capacity building support to the Clinical Coordinator and MSITL’s clinical team. This position will be based in Dili, you will be expected to travel within Timor Leste and externally, as required. You will also be responsible for providing specialized reproductive health services including surgical procedures if applicable.

Requirements: an enthusiastic and experienced with a strong interest in sexual  & reproductive health. Postgraduate degree, min 6 years relevant work experience, 2 – 3 years international work. Proficient in English & Tetum language. Leadership & program/technical planning, managing, and reporting skill.  

This is a full time position open to qualified Timorese Doctor or Midwife. 

2.    Procurement & Logistics Coordinator – National Position

Summary of the Position


As a Procurement & Logistics Coordinator, you will be responsible for all procurement activities of the organization to ensure effective implementation and improvement of the Marie Stopes International Timor-Leste program. 

Working and reporting to the MSITL Operations Manager, the Procurement & Logistics Coordinator will work closely with the Fleet Officer, Procurement & Logistics Officer, Procurement & Logistics Assistant and members of Senior Management Team. Based in the MSITL Support Office in Dili, you will be expected to travel in the districts in Timor-Leste when required

Requirements : Minimum 2 years management experience, or 3 years if no Bachelor degree. At least 3 years experience in procurement and logistics management, including supply chain management (procurement, clearance, transport, warehousing, and distribution) fleet management and asset management. Experience of coordination and negotiation with national, international and district level stakeholders for successful management of procurement and logistics activities.  

Demonstrated planning, organizational and problem-solving skills. Strong English language skills, verbal and written. Excellent report writing and analytical skills. Proficiency with MS Word, Excel and other computer database software essential. Knowledge/ experience of health sector is desirable

3.    Finance Director 

As Finance Director (FD), you will provide strategic financial management and leadership to MSITL, ensuring appropriate systems; procedures and controls are in place to support the continued growth of the country program. S/he provides leadership to the MSITL finance team and advises the Country Director on financial , policy and business strategy. Reporting to the MSITL Country Director, the Finance Director is a key member of the Senior Management Team and will provide important capacity building support to other team members. Based at the Head Office in Dili, you will be expected to travel within Timor Leste and externally, as required. 

Requirements: Postgraduate degree, Bachelor of Accounting degree or equivalent, CPA preferred. Lead preparation of donor financial reports in line with donor reporting requirements, deadlines and standards, including close liaison with budget holders and Senior Operations Team (SOT). Assist in preparation and review of contracts to ensure contractual obligations are financially sound and appropriate for the organization. 

Coordinate and maintain a cash flow management and expenditure forecasting system to ensure regular planning conducted by all program teams and that adequate fund are available for programmers needs. 

 Manage debtors, creditors and advances from donors and their accurate recording and reconciliation on the Balance Sheet: Establish/manage strict procedures to ensure effective oversight of all transactions. Ensure timely compliance with all statutory requirements e.g. Taxation, Pension, Leave and Worker’s Compensation.

Previous international work experience preferred. Fluency in English (written and spoken) & Fluency in one of Tetum or Bahasa Indonesia. Excellent knowledge of financial management systems and reporting. Computer literate and hands-on experience with computerised accounting systems; knowledge of SUN financial system is desirable.
